-Redevelopment-planned development revision request for the property at 6700-6720 NE Loop 820 by
Paul Vineyard of Rovin Inc. This is the Babe's and Sweetie Pie's Ribeyes Restaurant site and has been cleared of the old building. This is the first one they've opened in 8 years. There will be a large patio for folks to sit and wait for tables. There will be tin roofing material, brick, stone walls and a very rustic feel to the buildings. Many of the materials are coming from old school and manufacturing buildings that the company tore down and are being reused to construct this new Babes and Sweetie Pie's. There will be an outdoor fireplace and a family room that opens onto the patio.
Mr. Vineyard gave a very thorough overview of the look and feel of the properties but here are a couple of photos also. The signage is going to be larger than what current code allows. A concern was brought up about lighting
from the signage bleeding into the neighborhood behind
and being a nuisance. This is being addressed.
-Request from Wilson and Stonaker, LLC for a special development plan for Smithfield Heights on 14.57 acres at 6600 and 6700 David Blvd. Transit oriented development recommended at this site by the land use plan. For information on the transit stations for North Richland Hills.
Extensive overview of the plan, trees /fence at cemetary, possible parking garage. This development is commercial and flex space for future development of residential as needed. 450/490 multi-family units, 32,000 sq ft of open space in form of plazas/parks, and live/work spaces. Developer wants 58% of ground use space (no more than 3 stories tall in this development) to be allowed for residential and to allow live/work units which are not a part of the TOD for this spot; detention/retention pond.
Residents had concerns about lighting for the development and the future parking garage lighting as well as making Mickey St a through way street. Right now it is dead end. Motion was for green living hedge on backside of development with cemetery only to be added. Mickey St concern will be left alone at this time. APPROVED.
-Hearing on the proposed tax rate.
PLANNING AND DEVELOPMENT
-Request by D'Lee Properties LLC for the final plat of Lee's Crossing on 7800 Starnes. 2500 sq feet and up on lots over 9000 sq ft. Lots of heavy of landscaping as well as private street off of Smithfield. Prices over $400k. APPROVED.
-Request from J and J NRH 100 FLP for amended plat of Villas at Smithfield at 8200 Odell and Northeast Pkwy. Front property line being moved closer to the roadway, making the townhomes a little larger. More parking spaces per unit being added. APPROVED
-Consider funding agreement with State of Texas and North Central Texas Council of Governments for Snider Street extension. Snider St will run through the Smithfield Heights development. NRH applied for a grant to pay 80% of cost of project. Developer paying for the local matching funds. Signal to be installed. APPROVED.
-Professional services agreement with Dunaway Associates for the Snider St extension project award in amount of $222,568. APPROVED
-Ordinance 3426 to abandon a utility easement in the Hewitt Estates Addition. APPROVED.
-Set hearing date for 2nd tax rate public hearing
-Adopt city investment policy and strategy APPROVED
-Renewed contract for investment advisement services with Public Financial Management APPROVED
-Appointed members of certain commissions and boards APPROVED
Former city hall has an offer on it that meets economic development requirements. 7301 NE Loop 820 is the location of the purchase. Tarrant Tierra Partners, LTD are the buyers. APPROVED
